

If you want to stick with 3e then you need to track down a copy of "GURPS Compendium I", as it contains all the extra advantages and disadvantages which were added over the (many) years 3e was in development for. If you like 3e you'll almost certainly like 4e even more (plus the core books are pretty pretty full-colour hardbacks). The rules are mostly the same, and there have been no huge drastic changes in direction, but the list of Advantages and Disadvantages is a lot more coherent and well balanced, the stats are better priced, the skill-list has been somewhat rationalised, the combat rules have been heavily stream-lined, the firearms rules are simply better, etc.

That said, excellent as 3rd Edition is 4th Edition is better.
